Oversight Committee

An Oversight Committee exists to protect the integrity of the Assembly and the rights of its members. Its purpose is not to control the work of the Assembly, but to ensure that serious allegations of misconduct are investigated fairly, carefully, and with proper authority. The Oversight Committee operates within a system of checks and balances. It functions under the supervision of the Ombudsmen Committee, which protects the rights of individual Assembly members, officers, and committees. In addition, the Oversight Committee remains accountable to the General Assembly itself. These safeguards ensure that the committee cannot be misused as a tool of coercion, political pressure, or personal grievance.

The proper role of the Oversight Committee is narrow and specific. It investigates serious allegations of wrongdoing that are supported by credible evidence. Such allegations may include criminal behavior such as theft, obstruction of lawful Assembly operations, insurrection against the Assembly, or the unauthorized sale or misuse of Assembly information. The committee’s responsibility is to examine the facts and make recommendations. If warranted, those recommendations may then be referred to the appropriate authorities, including the Sheriff, the Continental or U.S. Marshals, or the General Assembly for further action.

The Oversight Committee does not initiate investigations without credible evidence, nor does it act as an enforcement or disciplinary body. It must never be used to pursue political agendas, silence dissent, interfere with other committees, or conduct “witch hunts” against members of the Assembly. Its authority is investigative and advisory only, and it must always operate with fairness, restraint, and respect for due process.

To prevent the concentration of power, Oversight Committee membership is regularly rotated. Members serve limited terms and are selected in a manner similar to juror service. This rotation helps maintain independence, impartiality, and accountability. In cases requiring specialized expertise—such as financial investigations—the Chairman may appoint a Special Oversight Committee composed of individuals with relevant professional knowledge.

When properly structured and responsibly managed, the Oversight Committee serves an essential role in maintaining transparency, protecting Assembly members, and preserving public trust. Its purpose is not control, but accountability. By operating within clearly defined limits and under appropriate supervision, the Oversight Committee helps ensure that the Assembly remains both lawful and just in its operations.
