Purpose of this Assembly: Mission Statement
Our Missouri Assemblies are dedicated to the restoration of a complete and fully operational land and soil jurisdiction State and County court system serving the people of Missouri, the preservation of the National Trust, the enforcement of the Public Law, the upholding of both The Federal and The Missouri State Constitutions owed to our people, the re-population of our land and soil jurisdiction, the filling of vacated Public Offices, and the reclamation of our material and intellectual public and private assets.
To these ends we, the living people of Missouri, have called the eligible Missourian nationals and electors to assemble and to serve as Jurors and Officers, and we have established the process and procedure to qualify Jurors and others competent to hold State Citizenship and Public Office. We do this peacefully and without rancor in the exercise of our unincorporated powers and capacities.

The purpose of this meeting is to report on committee activities, discuss and approve issues of The Missouri Assembly and The Missouri State De jure Government – Discuss committee reports and motions.

The Missouri General Assembly meeting was held on March 9th, 2026 with Loretta saying the
prayer and calling the meeting to order at 6pm/CST. The meeting covered updates from various
committees including the state coordinator’s report, treasurer’s report, Marshall at Arms
position, and IT committee activities. Ryan reported being vetted for the Missouri Marshal at
Arms position by the Federation. John Cayer discussed ongoing website development and
proposed using Canva and ChatGPT tools, which will be voted on at the next meeting. Event
planning for the upcoming face-to-face meeting in April was discussed, with Karen leading the
planning committee and exploring options for activities including potential CERT training. The
conversation ended with a demonstration of how to access upcoming events on the website
calendar.
Next steps
• Loretta: Send replay and articles from coordinator training to all members.
• Loretta: Work on figuring out how to use the Zoom clock for moderating 3-minute
speaking limits.
• Karen: Collect information from attendees for April 18th event (names, number
attending, county, travel time, CERT participation, and food/donation plans) by March
31st.
• Karen: Post event planning chart/table on Telegram and/or Missouri Assembly page for
event attendees to fill out.
• John Gardner II.: Look into rapid radios for communications and provide links to
interested members.
• Loretta: Continue checking for additional CERT training locations and follow up with the
CERT training state liaison about hybrid classes across Missouri.
• John Cayer: Post notice to all email account holders before wiping/clearing email
accounts of stored files, and begin regular (monthly/quarterly) cleaning of email
storage.
• John Cayer: Provide Canva and ChatGPT login information to committee members as
needed.
• All interested committee members: Attend Saturday morning IT meetings at 8:30 AM
for website training and updates.
• John Cayer & Loretta: Work on putting previous meetings back on the calendar with
minutes and replays.
• John Gardner II: Reach out to Karen to join event planning meetings and assist with
event planning.
• Loretta: Send email connecting Deborah Brady with Karen for Outreach Committee
coordination.
• All members: Send questions about the Canva/ChatGPT motion to John Cayer before
the next meeting (vote scheduled for March 23rd).
• Everyone: Prepare a checklist of needed supplies/equipment for the next face-to-face
meeting based on previous experience.

Marshal-at-Arms Report – Ryan Garnto has been vetted and approved by the Continental
Marshals at the Federation level for the position and training is in the works for all Marshal-at
Arms. The position as it was once understood is fluid and has changed a bit. The position is
actually a Federation position and not an elected position by the Assembly. It becomes elected
once the Assembly is seated and the position changes to a Sargeant-of-Arms.
Ombudsman -Report attached
Oversight Committee –no problems to oversee at this time
Recording Secretaries – Sandra reported that if an ASN has sent in their information and
created an account on StandUp then the Recording Secretaries are working on getting
documents into the system. Please be patient as they work and once someone’s documents
have been uploaded, they will receive a confirmation email with a receipt. The IT for StandUp
has separated Missouri from the other states and everything is moving along. It has been a big
learning curve for everyone involved.
IT Committee -John went over meeting times. IT Admin meet every Tuesday from 8:30-9:30
while committee members should attend the Saturday morning meetings from 8:30-10:30
currently offered every Saturday for now.
Go to the Events calendar to access the meetings and see what is being added.
John reiterated that Assembly emails are not for personal use or storage of information. He is
asking those with the emails to please clean them out regularly. If not, he will be doing a
monthly or quarterly cleaning of the emails to keep the usage space available. Otherwise, the
Assembly will need to purchase more space.
John moved to have the Assembly purchase a monthly subscription to Canva and ChatGPT for
all committees to use. He will donate money to help cover the costs. John Gardner seconded it.
Canva is $15/mo and ChatGPT is $20/mo. Discussion included Deborah against the idea of
ChatGPT due to the nature of it being more legalese than lawful and what Anna has said about
it. No further discussion was offered. Voting will be put on the next GA meeting. Any further
questions or concerns will need to be brought directly to John Cayer before voting.
John Gardner showed everyone how to access the events page and where to find the links to
the meetings. He also showed that if someone is entering the meeting late, then he should go
to the monthly page view where he will find the link.
Events Planning Committee -Report attached
New Member Orientation Committee -Loretta said there is a meeting this week with the
Countrywide Orientation Committee. Originally slated for 6pm/CST on Wednesday may be
changed based on discussion on the Signal group.
Outreach Committee -Report attached
Vetting Committee -Debra Harr’s background check came back cleared. She has been fully
approved to be Treasurer Assistant. The committee is now working with Debra to schedule the
interview for Coroner.
Public Safety Committee -Report attached
Old Business:
Update on Interim Coroner Election -nominations are now closed; Debra Harr is the only
nomination and she has accepted. The Vetting Committee is working to schedule her interview.
Event Planning -discussion regarding topics for the Face-to-Face; John Gardner II said that the
first module would take 2 ½ hours. It might not be realistic to have a CERT Training during the
Face-to-Face meeting. Other possible ideas include a deep dive into the Jural Assembly;
Recording Secretary services offered; more time to socialize and get to know each other; due to
a General Assembly meeting being the week before and the week after the Face-to-Face
meeting -for going having a GA meeting; looking for other topics. Please give your ideas to
Karen Foote or Adrienne Schesnol.

Lisa Schaffer on Ohio shared the first Continental Marshal Silver Star with everyone on Thursday. (See attached)
During Friday’s Coordinator Training, March 6th the group discussed article 4873 For All States and All Coordinators -Conflicts of Interest, Licenses, and Voting Rights.
The article clarifies that anyone who completes the 1779, two witness statements and provides their birth certificate and proof of domicile is eligible to vote on state issues and cannot be refused their right to vote and participate in the Assembly. ASNs that also complete all items from the 928 package that pertain to them and do not have any allegiances to any foreign government are able to also vote on any international business. This business would be anything that takes place outside of Missouri.
State Citizens do not have LLCs, corporations, etc. There are exceptions where the business is a very small percentage of the ASNs wages and the ASN is not working for or being paid directly by the Federal or State government Territory/Municipal Jurisdictions.
Most licenses are not an allegiance. Exceptions include Medical Doctors because they are literally issued their license by the Navy.
When it comes to banking, an ASN can get an EIN number for banking purposes only. An ASN does not need to have an LLC or corporation or become incorporated to do this. Do not Register your business.
The article also addressed when an item needed to be voted on by the Assembly and when it could just be changed without a vote. Basically, if the entire Assembly is affected by the change, then the item would need to be voted on. If it is a typo of sorts then the correction can be done and move on.
This is one of the articles that we covered. I will send out the replay and articles to everyone once it comes across my desk later this week. I will send out week three with tonight’s replay/minutes.
Other important topics that were covered:
An Assembly should have a recall plan in place before voting on ASCs in the event that an ASC does not work out in the position they were voted into.
Assembly Decorum -Since the Assembly is the one that voted the decorum into place, the only thing that members are doing is signing that they received a copy of it. If a member refuses to sign the document, the Assembly Coordinator or Recording Secretary emails the document to them and lets the ASN know that they have now received the copy and are responsible for adhering to the Assembly Decorum. Documentation is put in the ASN’s file.
It was suggested that the Assembly use a Zoom clock for moderating the 3-minute speaking limit.
The GA meetings are a business meeting therefore ASNs should not be bringing forward personal issues. If someone has something they need help with it should go to the Litigation Committee or, in our case, we can refer them to Doug and Kristi.
Assembly Discipline -is in The Missouri Assembly Structure and Guidelines Handbook. It is up to the Assembly members to make sure it is followed. If someone is not following the guidelines then Assembly members should step in. Peer pressure can help correct behavior. No ASN can be removed permanently or even for 6 months to a year without prior gradual written documentation.
It was discussed that the telling signs that an Assembly has matured is when members are no longer “asking” and instead are “telling”.
There was an issue on the Countrywide Coordinator Training call Thursday evening. Due to this if you are logging in to the meeting you MUST have your full name and state listed or you will not be permitted in the meeting. Right now, it is not clear if Coordinators are even permitted to share the link. When asked, Michelle said that the invitations that are sent are to the individuals receiving them. A new link is being sent out to coordinators this week.
GFG Update: A deposit was made this past week. An email was sent last week with encouragement and to say that the vault is still open to add FRNs. If you did not receive this email, please go to the GFG Telegram Channel to view the message. GFG members can now open a Vendor Account directly from their primary Prosperity Account by going to the profile tab and then clicking on Vendor Account.

Progress &Achievements
During the month of February, the Ombudsman Committee observed steady and
encouraging progress within the Assembly. In particular, the work being done to move the
Assembly website forward deserves recognition.
Several members have dedicated time and energy to developing the structure,
organization, and content of the site. While the work is still in progress, it is beginning to
take clear shape and will soon become an important tool for communication, education,
and outreach.
The Ombudsman Committee wishes to recognize and thank the members who have
contributed their effort and patience in this process. Building something durable takes
time, and the progress made this month reflects a strong spirit of cooperation.
Observations on Assembly Conduct
One of the most encouraging developments observed this month has been the manner in
which members have engaged in discussion—even when disagreements arise.
Healthy assemblies are not defined by the absence of disagreement. Rather, they are
defined by how members conduct themselves when differences appear.
Throughout February, several discussions involved differing viewpoints. What stood out
was the willingness of members to remain civil, listen carefully, and work toward mutual
understanding. These kinds of conversations strengthen the Assembly and demonstrate
the maturity necessary for successful self-governance.
When members approach disagreements with patience and respect, the need for formal
ombudsman intervention becomes minimal. This is a positive sign that the Assembly is
developing healthy internal dialogue.
Conflict Resolution Notes
The Ombudsman Committee continues to serve as are source for members who may need
assistance in resolving misunderstandings or concerns.
At present, no significant disputes requiring formal mediation have arisen. Members have
generally handled differences through open discussion and respectful communication.
This is exactly the type of environment that allows the Ombudsman role to function as it
was intended—primarily as a safeguard and support rather than an enforcement
mechanism.
Encouragement to Members
The progress seen this month reflects something deeper than procedural success.It
reflects members learning the practice of self-governance.
Assemblies are strongest when members:
• Assume good intentions
• Speak respectfully
• Listen carefully
• Seek understanding before judgment
• Focus on solutions rather than personalities
The Ombudsman Committee encourages all members to continue cultivating these habits
as the Assembly grows.
Looking Ahead
As the Assembly continues to develop its structure and public presence, maintaining a
culture of respectful dialogue will remain essential.
The Ombudsman Committee stands ready to assist whenever needed and will continue to
observe, support, and encourage healthy communication within the Assembly.

Event Report 03.09.2026 TIME: 9-9:30 am – 3:30? (This time could change)
There will be a face-to-face meeting on April 18. Last meeting, some stayed overnight. Do we want to meet say Friday evening for a while and then again on Saturday or would we prefer Saturday and for a while on Sunday. Some people do not attend due to church on Saturday and others have Sunday services. I’m sure Adrienne would be glad to hold a service on either Friday or Sunday. John G was looking into having some Cert training and perhaps while they are training, those not involved with that could either go over Stand up, GFG questions or paperwork needed.
Outreach will meet Tuesday, March 10 to figure out what will work best. I would like to have a list of those who will attend and also what they would like to bring as a covered dish if we eat as we did last meeting.

OUTREACH COMMITTEE REPORT 03.09.2026
Our meetings have not been very well attended of late. Usually it amounts to me and one other person. We communicate using our text or email messages. Debra has sent out all of the emails to possible ASN’s. Some email addresses were incorrect or not monitored, some have responded, but I am unsure of how many. Debra has been having some health issues. Our committee is really dwindling down.
I have been trying to do what I can on the webpage, but do not understand it well enough at this point. If there is anyone who would be willing to answer a few questions, I may be able to proceed. I have hope that the face-to-face meeting will pull us back together. We are now meeting every other week and then only from 6:30 to 7:30. This leaves the zoom date open for the IT.

Met with Jimmy Fulton on Washington, March 7, 2026 5pm CST to go over Militia plans ideas and progress.
First, I would like to encourage all ASN’s to keep building family emergency plans.
Your own family’s safety and security take priority, above all else!
Keeping the basics in supplies like food, water, defense equipment and emergency medical supplies on hand and planning with neighbors is also encouraged.

Basic Assembly security was emphasized during the meeting.
Staying aware of infiltration and email security breaches for example.
Recommendations to have a good “PHYSICAL, SEPARATE FORM OF STORAGE” to backup any, and all your hard work. “Hacking has been a known issue.”
It’s our duty and responsibility to keep things secure as self-governing ASN’s.

Various form of radios were presented. All being useful in their own form, but it seems the best/most talked about example is Rapid radios. Having both long range satellite, and cell tower connection capabilities. In case we lose primary forms of networking and cell communications.

At this moment the Assembly does NOT offer any hands-on form of C.E.R.T training.

Loretta has taken the time and found a Springfield Facility offering free “hands-on” training courses over two days through two weekends in April.
We understand distance and timing can be an issue, but we encourage any ASN’s to attend if possible.

If you cannot get into a class right away, some locations offer signing up on a wait list or to get an email when their next class opens up.
Loretta is continuing to check on which locations offer CERT Training and has found out that it appears to be hit or miss on locations in Missouri offering the hybrid classes. She is contacting the CERT Training State Liaison to get more information on hybrid classes across Missouri.

There are 3 Committee’s (2 through 4) that are required to be filled and operational to progress in standing the Militia Pillar.
1.Membership Committee;
– evaluates candidates and vets them for specific jobs within the Assembly’s Militia…
- Operations Committee;
(Operation is Required for Militia Pillar.)
– Develops short and long-term operational goals for the Missouri State Militia….
- Education Committee;
(Operation is Required for Militia Pillar.)
– Develops tests, educational materials and programs to train Militia members.
- Provisions Committee;
(Operation is Required for Militia Pillar.)
– Acts as the Quartermaster for the Militia, evaluates need and means to meet those needs for equipment and other provisions needed to carry out Militia duties.
In conclusion, we are going to start meeting once a month to continue reconstruction/work on the Militia pillar and Committees.
