The Missouri Assembly By Any Peaceful Means Necessary Working Group met at 6 pm/CST to
discuss several key topics including the assembly flag, which members agreed to bring to the
General Assembly meeting for review, and an upcoming April 18th event that will include
presentations, group photo, and potentially guests. The group reviewed new logos for various
committees that need to be approved by their respective committees before presenting to the
General Assembly. Ryan shared updates about his role as Marshal at Arms, explaining the
transition from a Federation-appointed position to an elected Sergeant at Arms once Missouri
is seated. The conversation ended with a detailed review of Ohio Assembly court protocols,
which will serve as a foundation for Missouri’s common law court procedures, with Loretta
committing to share the documents with the group for review and feedback.

giving a brief overview of their roles.

presentation on the new Federation dollars/money at the April 18th event.
• Recording Secretaries: Meet to discuss logistics for 1779/928 document signing at the
April 18th event and determine if a dedicated session is needed.

Summary

Meeting Procedures and Decorum Rules
The meeting was officially started with a prayer led by Loretta, followed by Ryan conducting the
Bivens decision and meeting decorum procedures to ensure privacy and proper conduct. The
meeting was recorded, and participants were reminded about the rules including no personal
recordings, respectful language, and a 3-minute talking time limit.

Assembly Flag Reintroduction Discussion
The meeting focused on discussing the assembly flag, which was previously created and voted
in by the original Missouri Assembly but needed to be officially reintroduced following the
assembly’s re-establishment. John Cayer provided historical context about the flag’s
significance, including its original design from 1821 and the meaning behind its colors and
diagonals. The group agreed to present the flag proposal at the General Assembly meeting on
Monday, giving attendees two weeks to research and ask questions before a potential vote.

April 18th Face-to-Face Gathering Itinerary Planning
The group discussed meeting Friday evening for dinner and a proposed itinerary for an
upcoming Saturday gathering, which includes arrival at 9:00 AM and a 9:30 AM prayer time, 2
scheduled morning sessions, lunch, and 3 additional sessions in the afternoon. Karen Foote
outlined plans for presentations, including one by Loretta on the Jural Assembly and another by
Karen on outreach efforts, while leaving slots open for other participants to present. The group
also discussed potentially inviting Duane Grimes from the Republic Jural Assembly to attend.
The group decided not to hold a General Assembly meeting due to this meeting being in
between the other two existing GA meetings. The group agreed to consider blocking 30-45
minutes for informal Q&A and document preparation, with the possibility of including a
presentation about 928s during document signing time. Several members, including David and
potentially Ryan, expressed interest in doing small presentations, though the content would
depend on attendance and new faces present.

The group discussed creating an outreach presentation library series, with plans to present the
first one at the upcoming Face-to-Face meeting and asking the Assembly for feedback before
taking it to the public. Loretta highlighted the valuable contributions of Dan, Kelvin, and John
Cayer’s creative work and suggested utilizing their talents for outreach and education efforts.

Marshal Role Transition Discussion
Ryan discussed confusion around his role as Marshal at Arms, clarifying that the position is
currently a Federation-appointed role focused on protecting Missouri Assembly members and
assets, but will transition to an elected Sergeant at Arms position once the state is seated.
Loretta confirmed this transition process, explaining that Ryan’s current role reports to the
Federation rather than the state. The group agreed to have top elected officials introduce
themselves at future meetings to clarify roles, and Karen suggested changing the event menu
format after Adrienne and Joe indicated they preferred not to prepare meat this year.

Event Food Planning Discussion
The group discussed food arrangements for an upcoming event, with Karen Foote suggesting a
$5-10 fee for attendees who don’t bring dishes. David proposed having a caterer handle just the
meat and then having everyone bring sides. Karen noted the high cost of smoked meat at
approximately $20 per pound. The group explored options including deli meat from local
stores, Walmart rotisserie chicken, and potentially ordering from Dierberg’s, although specific
details and pricing needed further research. The expected attendance was discussed, with
estimates around 35 people based on previous events, though the exact count and deadline for
RSVPs were still being confirmed.

Committee Logo Review Meeting
The meeting focused on reviewing proposed logos for various committees that need to be
approved by the General Assembly. Loretta shared the website main page that hosts all the
logos such as training, outreach, militia, ombudsman, and several other committees that were
already voted on, but noted that Treasury, Recording Secretary, Information Technology, PKTF
liaison, Marshal at Arms, and Oversight logos still needed review by the committees and then
presented to the Assembly for voting. John Cayer explained the historical context of the
Treasury logo design. The committee chairs were asked to review their respective logos and
present them at an upcoming General Assembly meeting with John offering to send out logo
files to committee chairs for feedback as soon as possible. Deborah suggested incorporating
new Federation dollars with pictures from Anna’s site or the Global Family Group into the
Treasury logo.

Ohio Assembly Court Protocol Review
The meeting turned to reviewing the Ohio Assembly Common Law Court Protocol Diagram,
which outlines the process for addressing accidental and civil incidents through self
governance, Impartial Review Committee (IRC), and court proceedings. Ryan and Sheila read
the detailed flowchart and report that covered steps from initial incident reporting to jury
deliberation and final resolution. The group discussed key aspects including the role of the
court clerk, jury decision-making power, and the importance of following American common
law principles. Loretta mentioned converting the PDF document to Word format for further
review and feedback, and confirmed the document would be attached to meeting minutes on
the website for access by committee members. The conversation ended with a move by Sandra

Signs and Symptoms of Infiltration

We read the Bivens decision to give NOTICE to anyone who may have ill intent toward The Missouri Assembly, Assembly Members and the business of The Missouri Assembly that infiltration will not stand!

Infiltrator defined as: a person who enters or gains access to (an organization, place, etc.) surreptitiously and gradually, especially in order to acquire secret information.

Synonyms include: informer, stool pigeon counterspy, double agent, sleeper spymaster, superspy courier agent, asset, emissary, intelligencer, mole, operative, spook, spy, undercover

What are the classic signs:

1) Attack the Leaders: Coordinator, Anna, James

6) Accuse others of what they are doing themselves

7) Attempt to set up a gravy train out of Assembly Members

8) Secret Meetings/Agendas

9) Attack Assembly ability to make money

10) Hijack Agenda

12) Elect themselves into several different offices.

13.) Try to engage the assembly in conflict. Anna added:

14) Seek to control Assembly assets — records, seals, websites.

15) Avoid oversight of their activities

16) Immoral honey pot schemes and actions, seduction of other’s husbands and wives, especially targeting Assembly officials.

17) Talk about State’s rights, but don’t honor State’s responsibilities — like support for the Federation of States.

18) Attempt to sell information about our Assemblies and Members for profit.

19) Advocate high fees for simple services.

20) Ooze disapproval and superiority — snob attitude, brag about their IQs, use obvious, insulting fake names, sneak around collecting data.

21) Are “preachy” and drag religion into our Assembly business; show no respect for separation of church and state. Refer to our State Assembly as an “ekklesia” or other theocratic form of government—-which it is not.

22) Advocate various forms of insurrection against the lawful government — creation of “new” States out of existing States, formation of unauthorized security forces, using “committees of safety” and “contingency planning” to promote violence.

23) Are hyper-critical and “down on everything” that advances the Assembly’s efforts to learn and grow and establish the needed organizational structures.

24) Are attention-seekers, always trying to make everything about them and their “concerns” and their “questions” and their “issues” at the expense of everyone else.
