The Missouri Assembly’s By Any Peaceful Means Necessary Working Group met on April 9th to discuss several key topics including a flag design that will be voted on at Monday’s General Assembly meeting, prayer practices during meetings, and planning for an upcoming face-to-face event scheduled for April 18th. The group discussed maintaining the current practice of having one prayer before meetings, with an informal vote showing overwhelming support to continue the existing approach. Karen Foote presented updates on the April 18th event planning, including a schedule for Saturday’s activities and coordination of food arrangements, with approximately 36 people confirmed for Saturday and 20 for Friday evening. The meeting also addressed critical staffing needs across multiple committees, with John Cayer needing assistance with IT work, Sonja Hanson stepping down as treasurer, and Karen Foote considering transitioning from Outreach chair to Treasurer while needing help with Outreach responsibilities. The group discussed the importance of ensuring all content, outreach presentations and flyers/business cards and paraphernalia are backed by Federation-approved information and properly approved by the General Assembly before implementation.

Next steps

• Loretta: Check and resolve the issue with the agenda link on the website so it can be properly accessed and printed.
• Loretta: Bring the proposal to centralize all Missouri Assembly Zoom accounts (excluding Vetting) under the Assembly umbrella to the General Assembly for a motion and vote at the next meeting.
• Deborah: Send screenshot of the mission statement concern to John Cayer (and/or Loretta) for review.
• Karen Foote: Send out the face-to-face event schedule and sign-up sheet to all relevant participants, and coordinate with attendees regarding what food and supplies each will bring.
• Kelvin: Create and prepare a PowerPoint presentation for the April 18th Face-to-Face meeting.
• John Gardner II: Prepare militia presentation for April 18th Face-to-Face, including having it pre-loaded on a USB drive and ensuring compatibility with Windows 11.
• John Gardner II and Kelvin: Coordinate on bringing drinks for the April 18th event.
• Loretta: Purchase 5 pounds of chicken and 10 pounds of beef for the April 18th event; coordinate with Ryan on an additional 5 pounds of rotisserie chicken or chicken strips.
• All members: Volunteer for open committee positions (especially IT, Outreach chair, Treasurer, and Recorder) and notify Loretta or appropriate committee lead if able to help.
• Loretta: Email bank address information to members for donations, along with minutes.
• Karen Foote: Step forward as Treasurer if approved by the Assembly; Outreach chair position to be filled by new volunteer.
• All members: Indicate to Karen Foote what food or supplies they will bring for the April 18th event.
• All: if planning to attend the April 18th Face-to-Face event and indicate attendance for Friday and/or Saturday RSVP to Karen and tell her what you will bring.

Summary

The meeting began with technical discussions about accessing and printing the agenda, which Loretta agreed to investigate further. Loretta said the prayer and called the meeting to assemble. Ryan read the Biven’s decision and meeting decorum readings.

Flag

A flag proposal featuring bears is scheduled to be voted on Monday during the General Assembly meeting. Deborah noted it should not have a rope around it as it would indicate the sea. Loretta confirmed no rope was around it and directed attendees to review previous meeting recordings for additional historical context about the flag. This was the last opportunity for a discussion before the vote. The group discussed the Missouri Assembly design, with Deborah expressing approval of the original version over a previous rope design that had been mistakenly put in a website article. Missouri Assembly Accounts

The Assembly addressed Zoom account management, deciding to keep all assembly-related meetings under a single Assembly account rather than allowing individual accounts, though this policy change would need to be formally approved by the General Assembly. Loretta will add it to Monday’s Agenda. A move will be needed with a second to have a vote at the following meeting on April 27^th. Ryan offered to switch his paid account over to the Assembly for Vetting Committee use.

Mission Statement Discussion Meeting

Deborah raised concerns about changes to the Mission Statement, though John Cayer confirmed he had not made any changes and requested a specific date for when the changes were observed. Loretta confirmed the Mission Statement was directly from Anna’s Jural Assembly Handbook written in 2019 and that it is what most of the states are using. Deborah said the concern was over the word “The” that was in parenthesis.  Loretta confirmed that this was not in the Mission Statement. Deborah will send the screenshot to Loretta to clarify the concern.

Meeting Prayer Protocol Discussion

The meeting also addressed prayer, which Ryan had previously mentioned needed discussion regarding Continental Marshals’ input.

The group discussed concerns raised by Continental Marshals about prayer at meetings, specifically regarding multiple people wanting to pray simultaneously or non-Christian prayers. Ryan and David expressed that the current single prayer approach has worked well and see no issues, with David arguing that the Continental Marshals’ input was not appropriate since they have no jurisdiction over assembly decisions.

Deborah and Karen expressed that silent prayers would be acceptable while some others felt that silent prayers were not.

It was agreed to take an informal vote to see if this topic should be put on a future agenda to revise. An informal vote was taken, “Should The Missouri Assembly continue to have the prayer before the meeting with one man/woman praying as Missourians have been doing?” 12 members voted yes to maintain the current practice of one man-woman prayer before meetings, while 1 member voted no and there were no abstains. The group decided to move forward with the current approach for now and revisit the topic if concerns arise in the future.

Donation Processes

Loretta explained the need for specific donation designations to help the Treasurer allocate funds appropriately, particularly for website expenses, Freedom Aerial’s work and Outreach. The group discussed two donation methods: Cash App (with a QR code available on the website) and direct bank deposits. Cash App allows for designated fund allocation while mailing a check for a bank deposit go to the general fund unless the one donating the funds emails the Treasurer to let her know that they mailed a check to the bank with the amount and designate where they want it to be spent.

Loretta explained that when money is designated for a particular expense, such as Freedom Aeriel’s website, work can immediately be paid out when the invoice is received. If it comes from the General Fund, it must be approved by the Treasurer and then go to the Assembly for a vote by the Assembly before it can be paid out. Going through the General Assembly voting process means the invoice being paid could be delayed by at least a month resulting in late fees.

Part of the reason that any invoice for Freedom Aerial must go to the Assembly for vote, if the funds are coming from the General Fund, is that while the Assembly has agreed to hire Freedom Aerial for doing work on the website, a set number of hours per month was not determined with money backing the hours worked. At this point the Assembly cannot guarantee the ability to pay Freedom Aerial unless the money is specifically donated to go toward these website services. The same goes for creating flyers and business cards for outreach purposes.

Right now, a handful of people are faithfully donating funds to keep the Assembly afloat. The Assembly needs everyone to donate what they can to help with the efforts regardless of how small or large the amount is. Loretta explained that the growth of the Assembly is limited by the funds that are available and is asking everyone to send in what they can either by Cash App $TMA1821 or mailing a check to: Stationery Credit Union 1402 S 10^th Street St. Joseph, Missouri 64503

Upcoming Face-to-Face Meeting Plans

The group discussed plans for an upcoming Face-to-Face meeting, including a Friday evening gathering and Saturday’s schedule. Karen reported 36 people signed up for Saturday and approximately 20 for Friday evening. The group decided to have members bring their own food rather than catering, with Loretta planning to provide 5 pounds of BBQ chicken and 10 pounds of seasoned beef and Ryan offering to bring 5 pounds of chicken and tableware supplies. John Gardner II and Kelvin will coordinator to bring drinks while Sandra agreed to bring a vegetable tray.

Karen will send out a food/supply sign-up sheet and anyone else desiring to attend the Face-to-Face please contact Karen right away.

John Gardner II agreed to present a Militia topic using a USB drive to accommodate Windows 11 compatibility issues; Kelvin is working on an Outreach Library Series presentation and Loretta is working on a Jural Assembly presentation.

Committee Roles and Challenges

The meeting focused on challenges with committee roles and responsibilities. There is a great need for ASNs to step forward to help with the work that is being done. John Gardner II raised a question about potentially working with another assembly group in Missouri, but Karen explained that due to different beliefs and unwillingness to correct their status, collaboration is difficult at this time. The group discussed ongoing challenges with filling key positions, including IT support, Treasurer, Recorder, and Outreach chair roles, with John Cayer stepping back from some responsibilities due to financial and personal needs. Loretta emphasized the need for more volunteers to help with committees, noting that the Assembly’s progress depends on available volunteers.

Assembly Materials Approval Process

The meeting focused on approval processes for assembly materials and content. Loretta explained that all materials, including flyers and presentations, must be approved by the General Assembly and relevant committees before use, with information needing to be backed by the Federation and properly sourced. Ryan highlighted the need for more volunteers to help with recording and other tasks, as current members are overwhelmed with work. The conversation ended with Loretta expressing appreciation for everyone’s contributions and noting an upcoming meeting Monday, April 13^th at 6 PM where votes will be taken on the flag and other important information would be coming forward.
